This training program teaches the crucial role that the State Threat Assessment System (STAS) plays in the domestic counterterrorism mission and how first responders are on the front line in the fight against terrorism. Fusion Centers serve as focal points for the receipt, analysis, gathering, sharing and safeguarding of threat-related information among the Federal government and State and local first responders. These centers are uniquely positioned to empower law enforcement, the fire service, other emergency response entities, and the private sector to understand the implications of national intelligence to enable officials to better protect their communities from a variety of threats
